Mr. Luo Zhijun was born in Lingyuan, Liaoning Province in November 1951.

　　Mr. Luo started his first job in Feburary1968 and joined the Communist Party of China in April 1969. He gained his master’s degree in Political Science at the Department of Political Science and Administrative Management of China University of Political Science and Law in September 1995.

　　Mr. Luo joined the North Sea Fleet of China Navy as soldier, secretary and technician in February 1968. In September 1978 he served as Secretary of the Youth League Committee of Beijing Medical X-ray Equipment Manufacturing Factory. He held his post as Deputy Director of Circulation Division, Deputy Secretary General and Secretary General successively in China Youth News Agency since December 1980. In July 1990 he worked as Deputy General Manager and Member of the Administrative Committee of China-Japan Youth Exchange Center. In February 1993 he was appointed as Member of the Standing Committee of China Youth League Central Committee, Director General of the Department of Industrial Development and Chairman of China Youth Industrial Development General Corporation. Mr. Luo was appointed as Member of the Standing Committee of Nanjing Municipal CPC Committee and Vice Mayor of Nanjing in September 1995, Deputy Party Secretary of Nanjing Municipal CPC Committee and Vice Mayor of Nanjing in September 2001, Deputy Party Secretary of Nanjing Municipal CPC Committee and Acting Mayor of Nanjing in October 2001 and as Deputy Party Secretary of Nanjing Municipal CPC Committee and Mayor of Nanjing in January 2002. He took his office as Member of the Standing Committee of Jiangsu Provincial CPC Committee and Party Secretary of Nanjing Municipal CPC Committee in April 2003. He was appointed as Deputy Party Secretary of Jingsu Provincial CPC Committee, Vice Governor and Acting Governor of Jiangsu in January 2008.
