a.     Major functions

(1) To draw up Provincial policies for family planning; to study and draw up the drafts of local laws and regulations on population and family planning; to assist relevant departments and organizations in formulating social and economic policies concerning the work of population and family planning; to promote the comprehensive administration of the work of population and family planning.

(2) To study the population development strategy in the Province; to formulate the medium-and long-term planning and annual plans for the work of population and family planning and to supervise the implementation of relevant policies and plans; to be responsible for the statistic works concerning population and family planning, to conduct sample investigation and to participate in the statistic analysis and study of population in the Province.

(3) To be responsible for drawing up the scientific research planning for population and family planning; to enhance the comprehensive and perspective study on the issues of population and family planning.

(4) To be responsible for formulating the publicity and education planning of population and family planning; to carry out activities to educate the whole people on population and family planning.

(5) To conduct comprehensive management of the technical service work concerning family planning; to formulate the procreation health-care service planning concerning child birth, birth control and infertility; to participate in the work of improving the quality of child-birth jointly with health department; to be responsible for the supervision and management of technologies regarding family planning and the supply of prophylactic and contraceptive instruments.

(6) To compile and report to state and Provincial financial departments the budgets and final accounts of special items including the population and family planning charges and basic construction charges, and the plan of the demand for prophylactic and contraceptive instruments used for family planning; to set up and develop social security system such as child birth insurance jointly with other departments; to administrate the financial work and manage the state-owned assets of relevant units and organizations.

(7) To be responsible for the building up of ranks of cadres in the sector of population and family planning, to formulate the training scheme for the cadres and members in the sector of population and family planning, and to direct the implementation.

(8) To be responsible for international exchange and cooperation in the sector of population and to administrate the international aid projects concerning population and family planning.

(9) To direct the work of social organizations of population and family planning.

(10) To undertake other tasks assigned by the Provincial Government.
