a. Major functions
(1) To study and formulate the policies and regulations
concerning personnel system reform.
(2) To draft the general planning, structural
readjustment and macro-management of working personnel of state organs and
institutions in this province and compile and issue the plans of the authorized
size and incomes of state organs and institutions in the
province.
(3) To comprehensively manage the building of the civil
servant team.
(4) To be responsible for the planning and development of
provincial talent resources.
(5) To comprehensively administrate of the specialized
technicians in the province as well as its team building.
(6) To study and set up the general plan for the
personnel system reform in institutions in the province; to work with relevant
departments to coordinate and direct the personnel system reform of enterprises
and institutions in the province.
(7) To carry out an integrated management of the income,
welfare and retirement of government organs and institutions in the
province.
(8) To carry out an integrated management of government
award and commendation.
(9) To carry out an integrated management of the
placement of military cadres transferred to local work.
(10) To direct and coordinate the international personnel
and talent exchanges and cooperation.
(11) To be responsible for introducing talents in the
province.
(12) To direct, supervise and coordinate the personnel
work of the government system and departments.
(13) To undertakes other matters assigned by the
provincial government and Ministry of Personnel.
