a. Major functions
(1) To implement and carry out the Party’s and national
guidelines, polices, laws and regulations about the public security affairs, to
direct, inspect and supervise the public security work in the
province.
(2) To take control of information that to affect
stability, endanger national security and social order, to analyze situations
and make countermeasures.
(3) To organize direction and scout work, to coordinate
to deal with major cases, accidents and disorders endangering social
order.
(4) To direct and supervise public security organs to
inspect and deal with activities endangering social order according to law, and
to administrate affairs of residents’ household, identity card, guns and
ammunition, dangerous articles and special industries.
(5) To administrate affairs of nationality, and frontier
defense of ports, to organize the direction for entering or leaving the country
as well as the affairs related to foreigners’ residence and visit in the
province, to organize the direction for the administration work of frontier
defense.
(6) To direct and supervise fire fighting work of the
province.
(7) To direct and supervise public security organs of the
province for maintenance over traffic safety, traffic order and the
administration of motor vehicles and drivers.
(8) To direct and supervise the public security work of
state organs, mass organization, enterprises and institutions as well as major
constructive projects, to direct security and safety work of security committee
and other organizations of the masses.
(9) To supervise and administrate the security work of
computer information system.
(10) To direct and supervise penalty execution and
supervision and review work undertaken, according to law, by public security
organs of the province; to direct and supervise public security organs of the
administration over detention house, custody house, public security detention
house, house of correction for drug addicts to abandon habits and penitentiary.
To administer detention houses in the province.
(11) To direct and supervise the examination and approval
of penitentiaries in the province.
(12) To organize and implement the security guard work of
the Party and national leaders as well as important foreign guests visiting in
the province.
(13) To organize and implement the scientific and
technological work of public security organs in the province; to plan
constructions of information technology, criminal technology and action
technology of public security.
(14) To draw up standards and systems of police affairs
safeguards, such as accouter, spare equipment and expenses.
(15) To develop the exchanges and cooperation with
foreign and international criminal police organizations, and the police from
Hong Kong and Macao Special Administrative Regions and Taiwan districts, and to
perform international treaty and cooperation agreement.
(16) To guide the construction of frontier defense, fire
fighting and guard units of public security organs in the province, to implement
guidance and direction over public security missions and relative business
construction undertaken by General Armed Police Unit.
(17) To draw up policies and measures of personnel
training, public security education and publication of public security organs in
the province, and to inspect and supervise the implementation condition; to
administer cadres within authority.
(18) To draw up regulations and systems of supervision
and administration of public security organs in the province, analyze organs’
condition, and organize and direct supervision work of public security organs in
the province; to implement supervision over cadres according to regulated
authority; inspect and punish or urge the dealing with major breaking-discipline
cases of public security organs in the province.
(19) To undertake other matters assigned by the
Provincial Government.
b. Name of the leader: Mr. Huang Ming, Director General
c. Profile of the leader
Huang
Ming, male, born in October 1957, Han Nationality, Xinghua, Taixing Person,
gained the postgraduate degree from Party School of Jiangsu Party Committee. He
started his work in August 1975, and joined the Chinese Communist Party in
December 1976. He has being taking the office as the Director General and Party Secretary of Jiangsu Public
Security Department, the Top Rank Commissar and Top Rank Secretary of Armed
Police Jiangsu Province Unit. He went to Liulu County of Xinghua City to do
labor work in August 1975, and there he used to take offices as Secretary of
Communist Youth League Village Branch and Deputy Secretary of County League
Committee. He studied in Jiangsu Public Security Technical School in December 1978. He began to work
in Jiangsu Public Security Department in February 1982, and used to take offices
as staff member, Vice Section Director and Section Director, and during that
period of time, he took the duty as Vice Director of Sui Ning County Public
Security Bureau. Since 1990, he took a series of offices as Vice Director and
Director of Publication Division of Politics Office of Jiangsu Public Security
Department, Editor in Chief of magazine “Police”, Vice Director of Politics
Office of Jiangsu Public Security Department, assistant to Director General,
Party member of Jiangsu Public Security Department Party Committee and General
Captain of General Traffic Police and Police Unit (during that period of time,
he gained correspondence undergraduate degree of Nanjing Normal University in
June 1995) . He took the office as Deputy Director General of Jiangsu Public
Security Department and the Top Rank Commissar and Top Rank Secretary of General
Unit of Jiangsu Frontier Defense of Armed Police in December 2000, and in April
2003, he took the present office.
