a. Major functions
(1) To be responsible for drawing up the planning of
administration according to the law for the province, to coordinate with the
certain departments to draw up the plan of administration according to the law,
and to organize the implementation; to do a good job of putting on records of
the plan of administration according to the law of the provincial
departments.
(2) To be responsible for draw up the plan of lawmaking
of the Provincial Government and annual lawmaking program, and organize the
implementation; to coordinate and direct the lawmaking program of governments in
the province.
(3) To draw up or to organize to draw up the local rules
and regulations, to examine and verify as a whole, to modify the local rules and
regulations, which are drawn up by the departments in the province; to undertake
the work of wanting the advise of laws, rules, and
regulations.
(4) To examine and verify the administrative admission,
the administrative charge, and the administrative punishment, and to supervise
and check the implementation; to undertake the administrative
compensation.
(5) To be responsible for implementation of research of
lawmaking object, hearing of witnesses of lawmaking, and argumentation of
lawmaking by the experts.
(6) To undertake the publication of rules and regulations
of the Provincial Government, and the work of legislation interpretation of
lawmaking; to be responsible for the legislation interpretation of the
Provincial Government’s rules and regulations; to examine and verify, modify,
and interpret the standardization documents of the Provincial
Government.
(7) to be responsible for the supervision of
administration according to the law; to organize or participate the examination
for the implementation of laws, rules, and regulations; to research the common
problems in the implementation and executing laws, rules, and regulations of
administrative litigations, administrative reconsideration cases, administrative
compensations, administrative punishments, administrative admissions,
administrative charges, and other related actions of the government; to put
forward the advise of perfecting the system and solving the problems; to draw up
the suited rules and regulations, documents, and respondence.
(8) According to the rules, to transact the examining,
approving, and administration the license of administrative executing laws, and
to supervise and check the implementation of administrative persons who execute
laws; to do a good job of the experiment of concentrating the power of the
administrative punishment.
(9) To coordinate contradictions and conflicts in the
implementation of laws and rules.
(10) To undertake the report and record of rules and
regulations;
(11) To draw up the system of administrative
reconsideration cases, to handle the reconsideration and responding, and to
implement the statistic system of administrative reconsideration cases; to be
responsible for the record and supervision of the key administrative
reconsideration cases; to direct and supervise administrative reconsideration
cases and responding in the province; to put forward the transaction advise for
actions against the law of administrative reconsideration.
(12) To organize, clear, and compile the rules and
regulations, and other standardization documents of the Provincial Government,
and to edit the formal edition of rules and regulations; to organize, translate,
and verify the foreign language version of rules and regulations of the
Provincial Government.
(13) To organize with other departments to implement the
popularization of laws of civil servant; to organize to implement the training
and examining the personnel, who do the works of administrative execute laws and
responding the administrative reconsideration, the knowledge of laws, rules, and
regulations.
(14) To put forward the research of theory and practice
of administration according to the law, and governmental legal system; to put
forward the academic exchanges and governmental legal system exchanges in and
aboard; to be responsible for legislation affairs of the Provincial Government,
and to provide the counseling of laws for organs, companies, and other
organizations.
(15) To direct governments’ legal systems in the
province; to organize the certain non-governmental organizations to research and
exchange the ideas of administration, law of administration, law of economy, and
etc.

To undertake other matters assigned by the Provincial
