a. Major functions

(1) To implement the guidelines and policies of the country and central military committee; to implement The Civil Defense Law of the People’s Republic of China and the Regulation of Jiangsu to Implement The Civil Defense Law of the People’s Republic of China; to draw up and issue the regulations, measures, and rules for provincial civil defense.

(2) To be responsible for draw up the development plan of provincial civil defense and annul plan of civil defense, and organize the implementation; to be responsible for draw up the adjustment plan of defense level of important cities in civil defense which should report to the country, and the adjustment plan of defense level of important cities and counties in provincial civil defense, and organize the implementation after being authorized.

(3) To be responsible for draw up the plan of command office of provincial civil defense in the war; to draw up and edit the plan of urban civil defense and the plan for protecting the important economic targets, and supervise and check the implementation; to examine and direct the organization for people’s air defense, organize the performance of anti-air-raid exercise, and organize and direct the construction of the command establishment for civil defense in the province; to draw up the plan of urban population evacuation in the war, and check and direct the construction of evacuation area; to implement the work of anti-disaster and disaster-relieving, which entrusted by the provincial government.

(4) To be responsible for programming, planning, and the administration of technique and quality, of the construction of command and alarm communication networks of provincial civil defense; to coordinate communication networks of military, local telegram, and other departments, and ensure the unblocked communication of air defense and alarm in the province in the war and emergent time.

(5) To be responsible for approve the plan and acceptance upon completion of the big and middle size provincial civil defense constructions (including the air defense basement built in combination with civil architectures); to supervise the programming, planning, the administration of technique and prize, of civil defense projects; to be responsible for the maintenance and security of civil defense projects; to approve the demolition and abandonment of civil defense projects; to participate in the programming, constructing, and administration of the projects in utilizing the city underground, which related to the civil defense establishment.

(6) To direct the utilization and function exchange between war and usual of the equipment and establishment, such as projects, command, and communication of provincial civil defense; to serve for the economy and society, and enhance the benefit of combat readiness, society, and economy.

(7) To collect according to the law the civil defense project construction fees, to draw up the budget of civil defense, to approve the final account, and to supervise and check the utilization; to examine and supervise the implementation of the rules and regulations of civil defense finance; to be responsible for the administration of state-owned assets of civil defense; to develop the inner audit.

(8) To be responsible for provincial work of propaganda and education of civil defense, and organize to implementation; to organize the work of education and training for the cadre and skilled people of civil defense in the province.

(9) To be responsible for the administration of science and technology of provincial civil defense. To organize the research of science and technology of civil defense, and to be responsible for the administration of information, object, and achievement of science & technology of civil defense; to direct the construction of institutes of science & technology of civil defense.

(10) To be responsible for the construction and administration of command posts of civil defense of the Provincial Committee and the Provincial Government.

(11) To organize all people in the province to against the air-raid in the war, by the Provincial Party Committee, the Provincial Government, and the Headquarters of the Provincial Military Area; to organize the people to cover against the air-raid, and to organize the construction of civil defense, receiving, transmission, and putting out the air-raid alarm; to organize the blackout, reducing the destroy of air-raid, and help the certain department to organize the city to get back the production and living.

(12) To undertake the routine affairs of the Provincial Committee of National Defense Mobilization and the Office of Provincial Committee of Urgent Consultation for Checking Accident.

(13) To undertake other matters assigned by the Provincial Government, the Headquarters of the Provincial Military Area, and National Civil Defense Office.

Zhang Yongkang, male, born on April 1950, Han nationality, from Liyang, Jiangsu, graduated for university, professor, senior engineer, and allowance by the State Department. Aug 1975, begin to work; Dec 1970, join in CPC; now, Director General and Party Secretary, Jiangsu Civil Defense Office, and Deputy Director General of Jiangsu Provincial Committee of Urgent Consultation for Checking Accident, Director General of the Office of Jiangsu Provincial Committee of Urgent Consultation for Checking Accident. July 1975, graduated from Geology Department of Nanjing University, and appointed to work in the regional geologic investigation unit of Jiangsu Geology Bureau, as Geologic Team Chief, Subject Team Master, Unit Chief, Responsible for the technology of small unit, and Unit Deputy Chief; May 1985, work in Jiangsu Geology and Mine Bureau, as Deputy Director, Director, and Major Engineer; Apr 1998, Deputy Party Secretary, and preside the work of Jiangsu Geology and Mine Bureau; From Sep 1991 to July 1992, study in the class of Central Party School for cadre of young and middle age; Dec 1994, Economy undergraduate course, graduated from Department of Teach by Correspondence, the Central Party School. May 2000, work in Jiangsu Civil Defense Office as this position.
