a. Major functions

(1) To draft the laws, rules, regulations, and policies related to the administration of the oceanic and fishery industry; to organize and formulate the function of ocean areas, the plan of the utilization of sea areas, and the overall plan of oceanic industry and fishery development.

(2) To supervise and administrate the utilization of sea areas under the authorization of the country, and to implement the system of utilization license of sea areas and the system of utilization payment; to supervise and administrate the construction of undersea cable, undersea pipe, and artificial objects over the sea; to examine and approve environmental report for building and rebuilding the projects along the coast or in the sea.

(3) To supervise the environmental protection of the sea, and to organize the environmental protection of the fishery area; to organize the investigation, supervision, surveillance, and evaluation of the environment of the sea, to coordinate with other departments to draw up the standard and gross control of the pollutant from the land, and to supervise the implementation; to be responsible for the environmental protection of the project in the sea, and to investigate and handle the pollution in the fishery area; to supervise and administrate the oceanic nature protection areas and the special protect areas, and to administrate the oceanic natural resource under authorization of the country.

(4) To implement the surveillance and the supervision in the province, to transact the activities against the law, and to protect the rights and interests of the country in ocean and fishery industry; to implement the supervision of ocean, the verifying of fishery boats, and the supervision and administration of fishery and harbors affairs; to direct the personnel, who execute the law of oceanic and fishery industry; to be responsible for the protection of wild aquatic animals; to direct the administration of fishery’s telecom and fishery boats.

(5) To direct the adjustment of fishery industry, the industrialization operation, and the continuable development; to be responsible for the plan of harbors and areas of original and good blood aquatic animals; to direct the standardization of fishery industry and aquatic production quality system.

(6) To draw up the plan of science and technology development and technology popularization of oceanic and fishery industry, and to organize to implementation; to organize the research of techniques and key objects, and to implement the policy of Stimulate the Oceanic Industry by Science and Technology and Stimulate the Fishery Industry by Science and Education; to be responsible for the administration of science and technology of oceanic and fishery industry; to direct the education of oceanic and fishery industry.

(7) To be responsible for the foreign affairs, foreign trade, and economic cooperation of oceanic and fishery industry, and to put forward the international exchanges and cooperation of economy and technology; to handle the affairs involving the foreigners; to direct and coordinate the development of ocean fishery industry.

(8) To be responsible for the statistics and information of oceanic and fishery industry; to direct oceanic and fishery affairs at the city and county level.

(9) To be responsible for the administration of oceanic system and its basic establishments; to promulgate the alarm of oceanic disasters and the oceanic situation forecast.

(11) To undertake other matters assigned by the Provincial Government.
