a. Major functions
(1) To implement the guidelines and policies and enforce
laws, rules and regulations related to the circulation and store-up of grain; to
study and draw up the drafts of local rules and regulations on grain circulation
and store up and formulate relevant polices, and organize the implementation of
relevant rules, regulations, and policies.
(2) To study and put forward the medium and long term
scheme for the development of grain industry in the province, and to implement
macro regulation and direct the work of balanced development of different
regions.
(3) To be responsible for the implementation of the grain
purchase and sale policies and purchase plans; to be responsible for the
administration of purchase and sale operation in the Province, and to be
responsible for establishing a stable and long term relationship of grain
purchase and sale.
(4) To implement macro regulation in grain circulation,
and to supervise and examine the implementation of national policies related to
grain purchase and sale.
(5) To draw up a general purchase and sale plan of the
grain in the Province, and to be responsible for the implementation of the plan;
to supervise and examine the store-up, quality and safety of the grain; to
direct the work of grain store-up in the whole Province; to coordinate the work
of grain purchase, storage and transportation of the central government.
(6) To be responsible for the administration of grain
supply, to direct the work of grain supply in poor or disaster stricken regions,
and to arrange the grain supply of major national construction projects.
(7) To draw up the plan of developing facilities for
grain production and storage, and to implement the fund allocation for the
development with relevant departments.
(8) To administrate and supervise the safety in grain
storage, to be responsible for the supervision of the implementation of the
grain quality standards.
(9) To direct the construction and administration of the
grain market in the Province, to implement the national price policy related to
grain, and to safeguard the order in grain circulation.
(10) To direct and supervise the financial work in the
grain industry in the Province, to be responsible for the auditing and
supervision of grain administration in the Province.
(11) To direct the work of technical upgrade and
innovation in the grain industry in the Province, and to be responsible for the
communication and cooperation with foreign counterparts.
(12) To undertake other matters assigned by the
Provincial Government.

c. Profile of the leader
Mr.
Li Mingsheng was born in 1952 in Jianhu, Jiangsu. In 1979, he joined CPC. From
1982 to 1985, he studied in Nanjing University, Economy Department. From 1995 to
1997 he studied in Graduate School of China’s Academy of Social Science. In
1998, he studied in the University of Pennsylvania in the United States. Since
1975, he has been working in Jinagsu Grain Bureau. In 2000, he was appointed as
Director General of Jinagsu Grain Bureau. |
