a. Major functions

(1) To implement the guidelines and policies and enforce laws, rules and regulations related to quality and technical supervision affairs; to study and draw up the drafts of local rules, and regulations, and policies on quality and technical supervision affairs, and organize the implementation of relevant rules, and regulations, and policies.

(2) To administer the supervision of quality of the whole Province.

(3) To direct and administer the quality work of the municipality.

(4) To examine and punish illegal activities and problems related to quality in production and circulation.

(5) To administer and supervise the work of standardization of the Province.

(6) To conduct centralized administration and supervision of the measurement work of the Province.

(7) To administer and supervise the quality certification work of the whole Province.

(8) To integrate the control and the safety of special equipment; to conduct the import and export supervision and inspection of boiler and pressure container.

(9) To organize, formulate and carry out the Provincial quality and technical supervision business development planning; to organize and coordinate the supervision and administration work, to administrate and direct the technological and information work in quality and technical supervision, to carry out foreign exchanges and cooperation.

(10) To study and implement national policies and regulations related to finance, and to formulate and implement financial administration policies in the bureaus around the Province.

(11) To be responsible for the work related to personnel , training program and credit approval, administrative supervision in the bureaus around the Province, and to direct the work of affiliated associations.

(12) To undertake other matters assigned by the provincial government and the national Quality and Technical Supervision Bureau.

c. Profile of the leader

Mr. Xia Ming was born in 1954, in Taizhou Jiangsu. He once served as Director, Deputy Director General, and Director General in Jiangsu Statistics Bureau, Vice Party Secretary of Yangzhong Municipal Party Committee, and Vice Party Secretary, Vice Mayor of Taizhou. In 2002, he was appointed as representative of National People’s Congress, and member of Jiangsu Provincial Party Committee.
